Ingame Set Legendary Encounters

I think that there should be set legendary encounters where you can fight and catch the legendary after doing a long-ish side quest.

For example, after a side quest, a tunnel opens into the volcano in Honolei and you can encounter Moltres one time and catch it.

This has been discussed in the past. I'm not opposed to doing it in the future for one special legendary.
